CPA UK delegation, Gambian National Assembly strengthen Parliamentary Committee Oversight

Banjul, The Gambia — The National Assembly of The Gambia is hosting a high-level delegation from the Commonwealth Parliamentary Association (CPA) UK as part of an intensive peer-to-peer exchange aimed at strengthening the effectiveness and accountability of parliamentary committees.

The visit, which began on Monday, January 12, 2026, opened with an official welcome by the Clerk of the National Assembly, Kalipha M. M. Mbye, followed by a high-level engagement with the Speaker of the National Assembly, Rt. Hon. Fabakary Tombong Jatta. Discussions centered on institutional collaboration and shared parliamentary values within the Commonwealth framework.

In a joint session with the Committee on Gender, Children and Social Welfare, delegates and Gambian lawmakers participated in goal-setting exercises and technical discussions on the roles of parliamentarians and clerks. The exchanges examined how legislators can balance institutional responsibilities with constituency demands, while also addressing the impact of gendered expectations on parliamentary work.

As the programme progressed on Tuesday, focus shifted to the theme of “Forensic Oversight of Committees,” drawing on the newly developed Committee Handbook. The sessions highlighted the central role of parliamentary committees as platforms for public participation and government accountability. Participants explored best practices for planning inquiries, conducting witness hearings, and producing evidence-based reports capable of influencing policy and oversight outcomes.

The CPA UK delegation comprises four Members of Parliament: Kate Osamor, who leads the delegation, alongside Helen Grant OBE, Paula Barker, and Alex Brewer. Their engagement reflects a shared commitment to strengthening democratic institutions through knowledge exchange and practical collaboration.

The visit continues with a Community Fair bringing together local civil society organisations, and will conclude on Thursday with an Action Planning session designed to translate discussions into concrete reforms and long-term parliamentary capacity building.
